If you're looking to participate in the local student BBS life, then you should get yourself a Telnet client. Here are a few options :
Various Telnet Clients for Windows
mTelnet (Highly recommended!)
Various Telnet Clients for Macintosh
The Mac Orchard (various Telnet clients for the Mac)
Various Telnet Clients for OS/2
Install the software according to your OS, run it, put in the BBS IP address or domain name and you're ready to go.

PCMan Combo
What I use is PCMan Combo. It's a great program - you can use it to do all your online work - windows open as tabs, and you can download a registry of all Taiwan's universities' bbs sites while you're setting up.

I haven't tried installing the English version, but I'm assuming you can still see the chinese properly on bbs with that version as well.
