Submitting the same paper for two courses

MIT 's definition of "cheating":
submitting the same paper for two classes.
Georgetown 's misuse of academic work :
Misuse of Academic Work: For example, submitting the same paper to satisfy requirements for two different courses, without explicit permission of both professors.
Yale 's "Multiple submission" :
Multiple submission
You may not submit the same paper, or substantially the same paper, in more than one course. If your topics for two courses coincide, you must have written permission from both instructors before either combining your work on two papers or revising an earlier paper for submission to a new course.
NYU :
Other forms of academic fraud include:
submitting the same paper for two or more courses without the knowledge and the expressed permission of all teachers involved.
I haven't seen the NCKU regulations on this specific topic. This is quite an interesting ethics issue, and there are a few points to be made either way. Most leading universities in the states seem to be very clear on that : Although this is entirely your work, you can not re-use it whenever you want to what ever purpose you want. Doing so will be considered cheating, academic fraud, or misuse of academic work.
I'm curious, what's your take on this?
